Initiated in 2006, the Strategy for Vital Neighborhoods is a citywide initiative addressing the issues facing Garland's neighborhoods. The Strategy provides coordination for citywide and targeted area activities through the neighborhood resource team, neighborhood vitality programs, and neighborhood planning activities.
