Launched in 2006, the Strategy for Vital Neighborhoods (SVN) is a citywide initiative engaging all City departments in a strategic effort to expand upon the Envision Garland Comprehensive Plan (pdf) to advance citywide goals and policies for creating and maintaining a strong community.

Congratulations to Reinaldo Zavala!
On April 21, 2015, Mayor Douglas Athas, on behalf of the City Council, awarded Reinaldo Zavala with the Excellence in Neighborhood Service Award as an excellent representative of the City of Garland. Zavala’s friendly customer service and volunteerism have enhanced the Animal Services Department’s ability to engage Garland residents. As Senior Animal Services Officer, Reinaldo encourages community education on pet safety and adoption through promotional videos, speaking engagements, and community interaction.
The Strategy for Vital Neighborhoods’ Neighborhood Resource Team established the annual Excellence in Neighborhood Service Award in 2008, to recognize city employees whose qualities and actions exemplify the following philosophy of the Strategy: “Recognizing the strength of Garland is the character of its neighborhoods; we will work in partnership with neighborhood stakeholders and community resources to build a stronger community and keep Garland an excellent place to live and invest.” The award is given annually to city employees providing distinguished service to Garland neighborhoods.
