Human Resources Functions
The Benefits Division provides competitive benefits at affordable rates to ensure the health, wellness, and financial security of employees. The City of Garland offers group medical, dental, vision, and life insurance to all eligible employees and retirees. The City of Garland provides retirement benefits to all full-time employees through the Texas Municipal Retirement System (TMRS) as well as supplementary retirement through a voluntary 457 deferred compensation plan.
The Compensation Division provides a number of services ranging from job evaluation to salary administration. This division is responsible for keeping the City of Garland’s pay competitive in the marketplace while assuring that pay practices are compliant with appropriate regulatory requirements.
The Employee Relations Division assists employees and/or supervisors resolve work-related issues, facilitates disputes on matters relating to employment law, HR and organizational policies, as well as coordinates Employee Assistance Plan (EAP) program services. This division also assures that the City of Garland meets all federal, state, and statutory employment regulations.
The Recruiting and Hiring Division is dedicated to attracting and hiring diverse and qualified applicants to provide quality services to the citizens of Garland. This division also provides consultative support to hiring managers to identify and utilize effective recruitment strategies to sourcing the best candidates.
The Training & Development Division provides training programs that support performance objectives and organizational needs while enhancing the skills, knowledge and performance of employees. This division also provides consultative support to management to focus resources in areas of development.
