Technical Standards Manual
The City Council adopted the new Garland Development Code (GDC) on Tuesday, May 19, 2015. The Engineering Department has created a Technical Standards Manual (TSM) that was adopted in conjunction with the GDC. The purpose of the manual is to ensure that all public infrastructure in the City is designed and constructed to the highest standards.
The TSM replaces the Public Works Design Guideline from 1996 and the Traffic Management Standards from 1996 in their entirety.
Current Version of the TSM
This manual may be revised periodically. The proposed revision will be posted on this website for a period of 30 days prior to implementation unless the revision is required to comply with Federal, State, County and City laws, regulations, ordinances or codes. The Appendix consists of checklists and forms pertaining to the Technical Standards Manual and therefore may be revised to correspond to the TSM or City Ordinances without a review period.
At any time, if you have a comment or request to modify current design criteria or add new design criteria, a formal request can be submitted to the City for consideration in writing to the Director of Engineering. These comments will be reviewed and responded to.

Updated on January 15, 2019: Any comments received during the 30-day review period were considered and addressed accordingly. No changes were adopted to the revisions posted on December 14, 2018. The revisions below have been deemed effective as of January 15, 2019, and will be incorporated into the overall Technical Standards Manual in the near future.
The following document contains proposed revisions to the Technical Standards Manual. The revisions have been posted as of December 14, 2018, initiating the 30-day review period. The revisions pertain to adding a new section to the TSM regarding Pavement and Subgrade Design Requirements. This Section is the result of internal analysis of our current paving standards for CIP, Development and Street Department projects.
This Section will set forth requirements for new thoroughfare paving that meets or exceeds current engineering practices and AASHTO guidelines.
If you have a comment or question regarding the proposed revisions, please send an email to R. Karfray and the Engineering Department will consider and respond to all comments. Adoption and implementation of the revisions are anticipated to be January 14, 2019.
